Contact Legislators to Support Measure 37 Reform

On June 1st, the Joint Committee on Ways & Means sent HB 3540-C to the Senate floor. The current bill was amended to strengthen its chance of passage at the ballot this fall. HB 3540-C balances the right to build a limited number of homes with strong protections for our farmlands, forests and limited ground water supplies. It also prevents waivers for industrial and commercial development - like billboards, strip-malls, and gravel pits. Highlights of the proposal include provisions to:

  • Prohibit all claims for industrial and commercial development, including billboards and quarries,
  • Protect water supplies by prohibiting claims for subdivisions in critical and limited groundwater areas,
  • Prohibit claims for subdivisions on our best farm and forest lands,
  • Correct the valuation methodology for claims and require consideration of prior compensation in the form of tax breaks.

HB 3540-C is our best shot at fixing Measure 37. Pro-sprawl forces are trying to paint this proposal as a “repeal” of Measure 37. They have adopted a “leave Measure 37 alone” mentality and fought every step of the way to kill all reasonable reform proposals. We cannot allow them to hold our state hostage.

Please contact your State Senator and Representative (find out who they are using this form) and Governor Kulongoski and urge them to support HB 3540-C and a time-out on subdivision, commercial, and industrial land use waivers.
